According to ATX specification version 2.2 the +12VDC can have an tolerance of ~5%. Meaning it might be anywhere from 11.4v to 12.6v to meet specification. As long as it holds that voltage it should be fine.

Also it is a switching power supply so it should try and maintain some voltage as the load changes around. Could be that the psu is lagging behind with its feedback resulting in brownouts
