I had another 2x8gb kit 2 weeks ago (same memory) and again one of the two didn't work. Same testing method. On linux you can use vram as swap space.

In case of AMD it is very much a silicon shortage. With zen 3, consoles and gpu's all launching at the same time. Right now laptop production is also probably ramping up more.
