We had a big run around between our dental and health insurance trying to figure out how to handle this. Try explaining to your dental insurance why you need an anesthesiologist for a filling.
Eventually our dentist stepped in and did some research on the topic and found a place that was both licensed dental and surgeons. Then our dentist compiled a list of all of the current issues and potential future issues and wrote a letter of recommendation to them, got that company involved. Took several months.

The insurance is actually through out state hospital system, which is also non-profit, but not public.
An example is my wife needed a $5000 blood check to test for a minor issue. The doctor told us that it's not important for her health, but if she wanted to know if she had an issue, she'd need this screening. We figured it was a life long thing that could affect fertility, so may as well get it checked out.
Even though it was elective, the insurance covered all but $200. I actually called the insurance to make sure it wasn't a mistake because I didn't want a surprise bill if they "fixed" it later. The customer service said that while the service was technically elective and they didn't have to cover it, since it was related to fertility and quality of life, they decided to cover it anyway, and can cover more than their contract requires them to at their own discression.

Being the most ethical doesn't mean much.. especially when ethics is an afterthought to the process. To me its insane how much medical costs vary and how they cant give you the costs upfront. When i got my dental filled, they could tell me precisely how much my insurance will be charged(or me) for each product. In the US its a gamble what it will be, and when medical help is needed costs are very often left as an afterthought. Life is precious afterall

I've had kind of similar experience with my car insurance. Had a car rear-end me. Mostly superficial damage to the bumper, but would cost a bit to replace. Our insurance, Progressive fyi, told us to get the work appraised from at least 2 local auto-body places of our choosing. So I went to 3 places. Then the insurance offered us 2x the highest quote in cash and said we could do with it what we wanted, but if we used it to get the car fixed and it didn't cover the issue because of unforeseen issues, they could further cover the difference.

Another time we got hit by a drunk driver with no license, and my wife and I got whiplash. Our car insurance, still Progressive, covered the car, the rental, and said we could get any kind of licensed medical service we felt we needed.
Since we both had a good history of going to the chiropractor, which doesn't work for everyone, we went there. During our first few times there, we had to pay out of pocket, but all we had to do is call the insurance for the amount and they next-dayed us a check. Once we got setup, the chiropractor started to bill the insurance directly and we no longer had out of pocket.
We were told by the insurance to take as long as we needed. About a year later, we felt mostly back to normal. Contacted the insurance to tell them we felt about as good as we could get and the rest is just time. They told us to sit on it for a few more months, just in case. So we did. We finally got it closed up with the insurance, and they told us, if anything related to this accident comes up in the future, they'll reopen the case and cover everything 100%.

That's a complex issue. Definitely greed involved, but not 100%. A while back employees were talking about why health insurance premiums keep going up, so the company had a guest speaker come in and explain things. Mind you our employer covers nearly all of the premium, to the point that our premium increase reflects inflation and not medical prices.
Essentially it mostly came down to under-insured people and insurance overhead. If the hospitals only charged costs+margin, they'd go bankrupt. Too many people don't/can't pay their bills. So to compensate, the hospitals jack up the advertised prices and negotiate lower prices with insurance companies based on volume and reliability of the insurance company. Essentially, people in an insurance plan that covers most costs get better rates because they're a lower risk to the hospital.
Then there's the issue with insurance companies in the first place. Dealing with them represents a lot of time, and thus money. For regular cost procedures, about 50% of the price is management overhead of dealing with insurance. This is why it's important for an insurance company to have a good relation with the hospital to get good rates.

Talking to nurses at the ER, which I've gone to several times. they have "regulars". They can't afford a year $200 doctor check up, so they go to the ER complaining of everything under the sun, and the ER has an ethical, moral, and legal duty to make sure the person is safe to go home. So that person racks up $2000 in ER costs, but can't afford it, so the ER has to charge paying customers more
And even though the ER staff know these people are faking and the person even says this, the ER HAS to check them over.
And yes, ER costs, not prices, are about 10x higher. It would save the hospital a lot of money if they just allowed free doctor visits, but this wouldn't work because then EVERYONE would get it for free, and they're a private company and would go bankrupt.
There is no easy answer to get out of this social rut.
Some people say we could just "cut over" to a more socialist healthcare system. But even if we could do this as perfectly as possible, it would put many hundreds of thousands of people out of work as the health insurance industry disappears.
Like I said, no easy answer.

This only works when you also have the trust of the people. This would mean that an entire system is ready, setup and would pass into law. Doing real-world tests with the new GPU, whereas with the 1070 Ti I'm able to crank up Refunct and get seemingly perfect 144 Hz (and the fluidity to show), with the 6800, Steam reports 144 but it feels very very choppy. Could it be that it might be choked for power with this PSU?

IDK how much it matters, but here is the full benchmark result. I ran FurMark for 15 min or so, then did a series of events (trying to keep it as close as possible) in Yakuza Kiwami 2. The list of numbers is framerates (reported by Steam) during certain parts of my benchmark and the measurements were after closing the game (current, min, max)

The game in which I was experiencing issues was Refunct. I didn't watch the frame counters 100% of the time, but Steam was constantly reporting 144 yet it looked very choppy.

that was going to be my next idea, if you are hovering at the hz limit of your monitor it can make sense to cap it, reason is: if you go above it, it turns off the sync, and turns it back on when it drops down below

Interestingly enough, reenabling FreeSync then setting it to "AMD Optimized" in the Radeon settings (along with a few extra enhancements) doesn't affect the smoothness. Framerate is capped in-game with VSync, but I also tried 144 before and it still didn't work.
Now it's just fine either way

So how do I use HandBrake
handbrake is pretty simple
configure your settings that you want your end result to look like
say you have an mkv format and you want to make it mp4, and also 60 fps
so you go into settings and tinker around with the fps controls and makes it keep it at a constant 60 when encoding it
and match up your resolution of the video to the settings as well
should be pretty straightforward as it is plug and play, just drop in the file and it does it’s work, just need to put a location and name the file before encoding it
to make your life easier just make a custom preset you can always refer back to aswell
