I think you may have missed the point. Games won't use both CCDs or the "extra cores" as you put it.
The point is, if you want to, you can pay the extra for this CPU to get a better quality cached CCD (either run the same voltage for higher MHz or run lower).
And logically this same higher quality chip also OCs high (so 9800X3D OC-ing higher is completely inaccurate).

on their OG 2019 Mac Pro

it was an extra connector alongside the PCIe connector that would supply extra power and extra bandwidth.
