For that rig specifically I'd look for cheaper components and 48GBs of RAM, 2TB SSD, motherboard can stay or not, depends on you, I'd get something that has USB4 headers at least, air fan is a must, the GPU is great but for nearly 3k USD (again, they are Indian) you can squeeze in a 5080, and I don't like that case, but that's up to you

Pump out is a issue mostly on high heat loads directly on the die, it's about the expansion and contraction of the thermal compound with temperature, slowly moving it away.

You either keep memory on RAM and keep it powered alongside low level OS functions. Or you shunt it over to storage and power down.
Windows is not a lean system. It takes a while to power up - and I can say the exact same thing for my handheld. It is Linux powered and takes about 30 seconds to boot, if I shut it down and don't put it into a standby mode, where it still draws a noticeable amount of power.

standby is suspend to ram, where everything is kept in memory but most system functions are in a low power state. Implementation on Windows which allows network connectivity which really does not seem to work too well.
Hibernate basically writes the memory content to disk and shuts down, loading the old memory content upon booting.

I was give a m3 air for work (iOS development) and I can honestly say it’s one of the best laptops I’ve used, battery life is godlike, (with emulators for iPhone and android) and every day work. And no fkn windows bloatware bs. Can’t hate, and I didn’t pay for it 😂
