TSMC has no fabs doing production outside of Taiwan/China other than the one in Washington. The Japan, Arizona, and Singapore fab are still in testing. They have zero fabs in Europe, they just started breaking ground on one last year. Almost 80% of its total production is in Hsinchu.
And the Washington fab doesn't do anything near what a GPU is using.

AZ was next, but it looks sketchy with the current administration
Japan location is only for automotive stuff. They currently do like 12nm for auto, and are working on 6nm in the next few years

AZ is the only foreign plant that is going to get a cutting edge fab.
