The ATX limit for pcie isn't for the connector, it's for the power supply itself. I order for it to be certified it must output a minimum of 150w on all 8 pin pcie, and 75w on all pin at the same time.

The issue they had was all the other connectors had no required power output, so it was impossible to determine if your power supply could support a card without looking at the actual rails and outputs, then doing the math

That's also why enterprise gpus have 8pin eps. They can supper 400w, but you have to know the power supply supports it. Enterprise GPUs are generally sold with compatibility tables and such so it's not an issue.
