It's just rolling the dice on whether there's a diode that won't break down and allow reverse power. Not worth the minor effort of just holding the blades while you clean IMO 🙂

If the 12v was in the main 12v rail with no protection the load on the rail would keep it down
There are more than enough caps and bleed resistors to keep a fan from damaging anything on the 12v rail.
But you can blow the driver out and then the fan won't spin full speed.
