Getting into the BIOS won't help a shred here. You need to get into the recovery console, which in modern Windows is all but nigh impossible without a USB stick with the windows installer on it.

You can install Windows on top of itself. You'll lose some some stuff stored in the appdata folder - but you could theoretically bring about 95% of it back afterwards as needed.

if you mean up-time then it's not resetting on shutdown if you have fastboot on because it's really just hibernation (saves memory contents to disk and powers off the system, then pulls it all back when you turn it on again, so it technically never "reset")
a reboot will reset this, or turning off fastboot and shutting down

Android can restrict more what people do, if for some reason an app has issues with the store it will struggle to find an audience. Sideloading be scary.
For example syncthing's android app got discontinued (and forked) because getting approval was hard.

As for right now on linux, generally I just install packages from the main repositories, and games from mostly steam + some on heroic (launcher for epic games / gog / amazon) This is perfectly fine by me.

after i downloaded wootility and setting it up, after playing for max 20 minutes some of my usb ports stopped working. when i restarted my pc, it said “usb device over current status detected”
in order to even get my pc to turn on, i have to unplug everything. my mouse, keyboard, mic etc. i tried plugging in the old keyboard but im still getting the same problems (please keep in mind i was not having this problem before)
is this an issue with wooting/wootility? should i reach out to their email? or is this a problem with my pc?

If you're sure it's a EFI thing (should be if it came with Windows 8+) go to the EFI shell (it's in exit or tool I think) if you can and then fs0: (and 1, 2, 3,4..) then dir to locate the boot partition (it'll have an EFI dir and a couple other things), cd into it, then find the booter there. It'll be in /efi/boot/bootx64.efi
