Sure, also heres a few of my tips:

1. You can and should buy used cpus and ram on this budget ( just avoid 12 and 13 series intel cpus ) those components might as well be immortal and you can see if they got permamently damaged easily

2. Same with the pc case, when you are on budget they can be a little expensive but a lot of people will be upgrading their cases due to thermal performance issues, what you want to look for is cases with fan slots, one back slot and 2 front slots is all you need to get this case a good airflow with some 5 usd fans

3. Used cpu cooling is a good idea, usually when people re-sell it all it needs is a new fan, you can order a compatibile one online but it depends on the market in some countries its better to just buy a new fera 5

I am back, you are right. The ram got set to 2133, I fixed it by reactivating AMP profile 1

This is possible the bios itself got reset when installing a new cpu on it.
