The problem with the cp filter, is that it's prone to false positives if it goes through.
You would need to get error rates that are only possible on a fixed filter list.
As a very low percentage of images send is cp, and especially if such a thing is added, these images will just be shared via methods not covered.
It's just a really stupid idea to try.
