Which theoretically means that if governmental or government-backed CA's certificate is compromised or misused it cannot be removed from web browsers without going with the whole process with EU. Now if government uses its certificates to do mitm attack browser devs and CAs can just revoke this certificate, no problem. The difference after will be that browser devs cannot remove those certificates before the whole process, only users can deactivate them, so it's a big issue with less-technical users who don't even know what it is.
Overall new proposal looks really cool, you can use your certificate essentially as unified electronic ID for the whole EU, which is nice, the only thing is that they haven't really thought out is revoking and reissuing certificate.
