I suspect it's closer to 450w and AMD didn't want to do that, it's like what they did with Vega and clocked it high for small gains but at a massive cost to power.

It just is designed to scale up to that which seems to pan out with those small tests where clockspeed actually got to that point and performance scaled with it
Seems like the stock XTX actually is pretty close to 3ghz in average from TPU. Maybe AMD should have done a reference board with more power options by default and allowed you to pick the OC one with power be damned like the Uber mode on the 290!

Well it CAN - The issue was that depending on its mood it would either work flawlessly...or go into compressed signal mode.
Chroma subsampling.
So example : See the red names at the top of the Discord list on the server? Those would appear blurry and smeared, because the monitor wouldn't receive a full, uncompressed signal. It was like looking at a JPEG with certain colours.

No. The BIOS settings are on a chip ON the motherboard. No relation to your SSDs or Harddrives.
The only thing you might have to change is if you were installing Windows on a different drive than before. Then the BIOS needs to know what drive to try and boot from.

A lot of hardware has issues which are worked around in software.
Obviously some are just too bad but this is having issues in some games where performance is worse than RDNA2 which just seems wrong

It's a case of competition through brute force not innovation and since first impressions matter they try and eek out all the performance regardless of going over that efficiency curve to try and "win" the gaming CPU title.
Both Intel and AMD are at it now which as long as there is a simple way to go back to efficiency focused then it's ok but it's not ideal
