It's the reason why big monolithic dies are expensive to make and not the way to go at this point.
The reason you don't see cheap release at launch is specifically because yields are that high, you rather sell higher end setups for more profit then the dies that fail the binning process get filtered down the stack so it takes time to build up these specifically.
Zen 1 had the dirt cheap 1600AF with their remainders for example.
It's certainly possible to provide cheaper graphics cards in the mid range with this implementation as you just use less.
This is assuming they have nailed the design as they haven't released anything about it but I would assume it will be longer wait for the mid range this time round unfortunately.

and for gpus they are making one big gpu chip and the rest is memory chips, so still doesnt scale to lower end

well it depends on what we define as mid range I guess, but a lot of the lower end is just disabled 8 cores for example, not just defects, and that isn't really good scaling its more of a need to fill the market
for gpus anything below a 3070 is either monolithic or the bottom tier of chiplet configs so it wont really change costs there

They have finite capacity from TSMC and at the time were using this supply over two major console launched, their own zen launch and server chips.
It was extremely busy and now that console stock is improving and on a different node it means it's not taking up their capacity for the actual ryzen and RDNA3 chips.

They aren't really yearly releases they are gradually slipping it's like 18 months but it's not consistent because they aren't committed to a yearly launch to avoid a poor product launching.
It takes many years to develop these, plans are way ahead so this wouldn't really change.
AMD plans to support the platform through at least 2025 so it's not really planned obscenes just because they made a better chip later on.

If you only buy the screwdriver, you might get around the import fees cause it becomes like like 120 euro total with it + taxes + shipping. I believe the import fees kicks in at 160 euro or above, but there are lots of edge cases.

80c is actually nominal temps for most GPUs (pc anyway).
3080 memory is rated for 105c normal temp operations and the actual GPU die is safer than that.
80c is "cool" relative to maximum operating temps.
