Yep. You basically solder the PCB and the Pi together and program it with a simple script that converts signals and then have a USB cable go out from that out of the board.

that might improve noise floor or interference leaking into the audio path but the actual audio circuitry looks virtually unchanged since those days
and its not very good
I mean you don't need super sophisticated circuitry for a DAC
apple dongle is all you need
amps are a bit more involved
not too important tho I suppose since you'll get a separate audio interface if you care the least bit about audio fidelity
