it's not weird that those issues dont appear for everyone because if that was the case linux would actually be unusable, it works well for certain things just quite often not allrounded as windows is since it's obviously extremely fragmented

The long term power limit is exactly equal to the tdp
It only uses more power in short bursts

So technically the tdp isn't a complete lie unlike amd...

It wouldn't surprise me if in a future system I will downclock my cpu / gpu. You can save a lot of power for farily little performance loss.

thing is frequency does not scale linearly with power so a small decrease can have a significant effect on power / noice

Yes
But if you are setting clocks (which is what you need to do with amd or Intel) you lose out quite a lot on max clocks
And if you limit power directly the frame times hurt baaaad

Hopefully both will start providing offset clocks
And improve their boost algs
