In Halo? I didn't get that issue, but then I had it on an SSD for my playthrough. Though the engine is probably better then the creation engine, it still had so many problems for a game that had so much time. Yet they refuse to pick up dead from some buildings despite having enough trucks
And for some reason uni campus trash never gets picked up despite most trucks not being used and it being right next to building of which trash does get picked up

On the map I am playing huge portion of each tile is useless
And there are so many things that need more tiles because of being on boundaries
I would need 3 tiles to finish a ferry line
2 to get bit of extra area for my main district
And only can unlock 3 more
Oh and also two or three more for another small expansion
(Since most of the tile would be water)
