And usually people tend to use hacks for their own ego, to seem better than they actually are. And having a watermark would tell everyone, that you cheated. Also not completely banning but limiting the account makes the need to account hop an option, and making the pool of ban evaders smaller.

-the game is too complex for simple AI to play without cheating, but proper AI just isn't there yet

Meanwhile most of DotA skills are either targeted or instant cast
Can’t dodge ES combo for shit. Or even Evermore. The most likely skillshot to dodge is probably Meteor of Invoker but then he combo those with a stun or knock up
