it varies a lot depending on what game and how efficiently they can pack/share its assets, I'd say its more understandable with large hand crafted open world stuff but for some linear singleplayer campaign its harder to think of good excuses for why it needs to be 150+ gb

even if it has like 200 hours of recorded dialogue or super high res textures and models you can compress the crap out of things like that with no impact on the end product experience

Plus it'll be most likely revoked, because it's mostly about targeting abusers who bought the game, returned it, and then played it regardless while console was offline
So after 14 day return period you get a permanent offline license on console, but during that period you'll need to check for license online or get a temporary one

The government provide a central app/service which stores the actual verifying information, various apps/platforms should then hook into this via a QR code you can to receive the bare minimum information to prove you're 18+.
