Yeah it's all about perspective. If you're going to be doing fake cityscapes anyway (meaning the exteriors you see from outside the city, don't line up with what's inside) you might as well do a lot of perspective illusions and make it seem larger than what it is by limiting walkable access for the player, but keep the scale.
Kind of like what the Imperial city did in Oblivion but on a larger scale.
Starefield definitely does a better job of it - but only in the capital, and even then it feels smaller than you'd expect.

You can enjoy both. I am enjoying my very modded MC world of floating islands above a void very much. Started in a small village, which is very weirdly shaped (as they will be on hillsides), and I am slowly fixing the geometry and architecture while dipping my toes into Create.
Once it's a nice and functional village, I'll get started on the floating island aesthetics and get an airship or something going, so I can explore. Very cool to see small themed islands, like desert ones with big lakes inside of them.

Usually humans have that too, flat mid faces usually mean underdeveloped faces which lead to breathing issues
