The official high definition texture pack for Fallout 4 is like 50 gb. I don't think it has any compression.
The textures aren't very high resolution and yet it takes that much space.

They used videos for ingame advertisement boards and other screens, which you couldn't stream fast enough from a HDD. Had to enable it specifically if you had an SSD.

pretty sure it automatically applies it to the currently focused game. like if you were running elden ring it would show "Profile: Elden Ring" under persistent profile.
