This is me speaking as someone who has had trouble falling asleep all his life.
The important thing is having a good wind-down, not trying to sleep too soon. Actual screen use, light themes, night modes don't matter as much.
For me it's shutdown my pc > do some exercise a bit > brush my teeth > shower > go to bed > read something / watch a tv-show / porn / play something non-intensive like Pokémon or similar level of intensity and go to sleep.
This whole process takes roughly 1 - 2 hours.
Eye-strain has never been a major concern for me, unless I read a lot on a dark theme, I don't understand how people can handle that.
I also make sure whenever I use a screen the lights in that room are on.

of course matters less if you have just good activity balance throughout day and don't procrastinate, or have no goals, also often end up not getting tired enough to fall asleep/sleep long, not wake up too early.
