Adaptive Sync, synchronises the monitor's FPS to the game. The reason your monitors Hz goes down with it enabled is likely because your game can't hit the maximum 165Hz, thus the monitors needs to slow down to compensate.
Adaptive sync is meant to reduce screen tearing (when the monitor receives a second image whilst still drawing the last one, making the image cut half way inbetween, and latency by having the monitor draw the frames it gets them, rather then waiting

Didn't get any real softlocks in my playthrough. Just sometimes elevators didn't work, unplugging a controller was the fix and I think it got patched also.
I did have one repeatable stupid crash, in a scene where an npc was driving away from a mansion scripted, standing on top of the car made the game crash after a certain distance.
