Yes always has been locked with vsync, Im not too sure if robtop fixed the issues regarding the physics and framerate as thats the main reason why high refresh rate monitors became popular, since they gave an actual heavy advantage

Frame generation seems like mostly a nice way to use data the upscaler already generates.
