Not so much nowadays, DXVK is close to being 1:1 compatible with DX9/10/11 and VKD3D is similarly close with DX12
Both of them are compatible enough so you can drop .dlls in place of DX and they will work with no problem on Windows or anywhere else

There's definitely an uphill battle to get anything regarding TF2 comp done, from Valve's perspective they need to rebalance/redesign weapons so none of them are banned in comp which is not a process that was achieved over the course of two years let alone achievable in a shorter period of time that we need now. From the community's perspective they're not going to find any ingame mode viable unless it has the same classlimits set-up, for better or for worse regarding certain playstyles (Demoknight...)
Valve really should've pumped money into the tournaments anyway regardless of whether 'you can play ingame like you can in community comp', but I dunno how executive decisions like that work in that corporate structure

If you find someone scoring 45 every single game then you know they're in WAY lower of an ELO bracket then they should be, so they are therefore hacking or a smurf, you can be more sure of this by checking things like account age or hit accuracy.
