Supposedly they won't be doing that from now on, but you can definitely see the engine straining under the load. Destiny's engine was never meant to have so much content added to it, and the game does suffer from it. Paid DLC should have never been removed, but I can see why the devs felt they had no choice, the Tiger engine (or whatever it's called) feels like it's wondered onto a mine field.

Hmm what's wrong with destiny
Game is fun, shooty bang bang with a fairly good story, but has the following problems as of right now:
- Past content like the Red War (Meh), and Forsaken (Very good!) being deleted, leaving new players kind of lost on the story and where to go. So if you want to play it you'll need to buy an expansion like "Beyond Light" or the much better "Witch Queen" if you want to have a good time.
- Grindy, game has daily bounties, weekly challenges for gear that often doesn't get you the gear you need, plus weapons have random rolls so if you want to get the best stuff you gotta put your nose to that wheel. Fine for veterans, and people looking to burn time, bad for new players who find they have a mountain to climb to catch up
- PvP is fun (dependant on taste), but balanced at all which is down to the nature of the game. So don't expect a competitive shooter even if it has "competitive" modes
- Has Raids, which is a highly teamwork based 6 player activity requiring mic communication, and coordination. Very fun, but time consuming and could be overwhelming for new players.

When you got limited man hours your choices can come down to: making the new content bigger, or going back and fixing old content to work with new content.
And yes I do think you are right, they should've made a Destiny 3 for Beyond light, given it an extra 3 years, and a whole lot of new planets. People would've gladly paid for the dough, and old content wouldn't have to be removed.
