If you don't mind cheese, you can piss the UK off by declaring interests in China and Borneo and then joining a play against the UK. They usually add the wargoal "Force Open Market" on you. And then you get it whether or not your shogunate wants it or not 😄

You build Barracks/Naval bases in a state (several states make up a strategic region) to base out of. One barracks, one unit of military.

Hire a general for that strategic region, they will automatically grab any un-assigned soldiers based on their promotion level (2 level 1 generals share evenly, having one higher than the other takes priority)

Wait for workers to be trained and enter service (this is what spawns the actual ships and military units)
