If you mix things, you have to consider the controller player will have a harder time getting better, as he will be matched with players with better aim and worse game sense.
Also if you are serious about it you wouldn't want to play with a significantly worse way of play and just switch to pc.
So while in a vacuum a top console player could compete at a lower but still good level in pc, in reality the controller player is less likely to become that good in the first place.
