You can't proactively get rid of cheaters, the closest thing is a VAC ban because it stops you from using any online on any game that uses it (I believe only valve titles) .
There is no other way to be proactive, otherwise you are just going down the approach of blocking certain regions and then you can easily appear racist and it's illegal anyway as they would have to stop selling in that region....
