set goals imo, 30 cox , then 98 agil. or whatever. just an example. or arma piece to fortify your masori, then back to skilling for a bit, etc

I did the complete opposite and put off maxing as long as I could. Doesn't make much difference either way
But pvm benefits maxing a lot more than the other way around
I can only imagine having runes and pots ready to go, and max combat stats make getting into pvm a lot easier. What does pvm provide that skilling can't, outside of more herb XP?
There's a difference between "not maxing" and "not skilling at all and doing all pvm at 1000 total with void"

Yeah, but there's not really any way to do pvm prep without skilling, and you can't really pvm to prep skilling afaik. So directly commenting on your statement, I don't really think that pvm benefits maxing more.
But to directly comment on OPs question, you probably should just do whatever is fun for you, but make sure to keep up herb and birdhouses
U can bank smithing con herb cooking through pvm
prayer, craft, fletch, FM too technically

my philosophy here is mostly that i do whatever i want at this point, but im also inspired by not nescesarily being in a rush to max, and training my skills to the point where no further gain happens. Beyond this, i am also inspired with letting supplies from the pvm contribute to xp required for max. after bis, if theres a deficit, i fill in the gaps with standard methods.

The definition of scuffed and how much skilling you're willing to do will vary
Not everyone wants to pot Sep for early money and that's fine
But conversely most people don't wanna pot zontent for 1k CoX either lol
So just pick whatever seems reasonable
Where you are right now is firmly "not scuffed" @ OP so prob just do whatever you find fun. Max if you want, PVM if you want, do both if you want, etc.
one issue is many skilling methods are far more useful when done early. ie sep to high 90s
if you are pvming then going to try to max, you are simply maxing for the sake of maxing. whereas the other way around maxing (at least for a bunch of skills) will directly benefit other grinds
( i have always pvmd first and never managed to find motivation to max)
get 99 rc, or... play a new account all the way up thru the early~midgame
