Yes, the one thing in the quest you have to do before they let you in is defeat the new level 48 slayer monster. Idk if it’s boostable though.

They wouldn't let me start the quest on my pure (<48 slayer) but also I didn't do the previous quest since I was just curious so it's not exactly scientific

Well Twilight’s Promise is a pre-req. Wiki is saying the skill level pre-reqs are not boostable.
