it has access to every block in the modpack and you are able to select from every single block that is included in your pack. for example if you have chipped you have access to all of those blocks and if you choose a deep slate block it will be able to find a block that would go best with whatever block that is using color theory

That's doable but very painful, you'd need to step through all models and take a colour average by sampling the textures on each one
and this won't work with BERs like chests
I'd be down to make the rest of the mod and I work for $35/hr but I wouldn't touch that colour matching feature with a 10ft pole
