Its kinda possible to achieve a close effect with PTGI shaders or Albedo mod.
It was, but there are mods that add colorfull torches and stuff
As of right now, it kinda breaks a lot of stuff in rendering everything else)
And it is also incompatible with optifine
I've been looking for something like this
But for 1.12.2
And albedo is really terrible
So I found Colored Lux
But it also doesn't work with optifine because of the landscape shader map(or smthing like that)
Which uses both colored lux and optifine, causing a conflict
Because 2 shades can't work at the same time
If anyone here knows what to do about it, please let me know
I didn't tested it myself, but it's official page states that it does work with optifine if you disable "Render Regions". It doesn't support shaders though.
well this information is old and not correct
I seem to have tested all the mods that can add coloured lighting
but none of them worked correctly

I mean, even most lightweight packs these days support colored lighting
now... colored transfer lighting (as in, torch light changing color through a block)
that involves raytracing
so yeah, most shaders dont have that
there are a few new voxel and rt shaders experimenting with it though
so keep your hopes up
shaders are improving massively
still.. colored sunlight is already awesome
its a simple but nice thing

tbf.. igpus are meant for low resource situations... if youre trying to run mc shaders off an igpu... you have other priorities to deal with
Like, if you have an igpu, you probably shouldnt be trying to achieve graphics feats of any kind
when people talk about shaders..
generally I assume they have a decent GPU
