people were releasing new packs as a modpack 'update' or releasing 'lite versions' to artificially boost their activity rating and get into trending to snowball userbase

well instead of releasing a modpack update for like a server pack you'd just make a brand new modpack thats 99% identical and have people go download that 'update' for like a server reset or something

for context modpack discoverability only matters for people running dedicated modpack servers because you want active players
