I think one failing of Skypiea is we don't get to see how the sky islanders have settled and become dependent on the land for their prosperity. That wouldn't justify their displacement of the Shandians, but it would explain why Gan Fall doesn't offer a more agreeable resolution. I also think the portrayal of Gan Fall as a reasonable and benevolent actor and Wiper as the irrational party is one that hasn't aged well.

And also isn't really accurate to how these conflicts play out in reality
