Their circumstances might be the same but Shiki is involved with a part of the canon that's pretty far away from our view. Uta on the other hand is supposed to be Shanks' daughter and Luffy's childhood friend. Uta is like Sabo if sabo didn't have any redeeming qualities whatsoever imo.
