Also as for why he picked those 3 arcs, he says they all fit into the pattern of an arc not centred around the goal of the liberation of a land or the defeat of a main enemy that we know about early on. Sabaody was never about Kizaru, Marineford was about saving Ace, WCI was only about saving Sanji and Egghead only had the goal of taking away VP safely. The same is the case with Elbaf, all they have to do here is protect the land, and even that is something they might fail at.
