Yep, exactly. I think this definitely makes him unique among shonen characters. Furthermore I have to mention again that if you didn't expect luffy to be special from the start, you kind of played yourself.

1. The strawhat being passed down.
2. Smoker relating Luffy's smile to Roger's.
3. Kureha's "will of D lives on" line.
4. Mihawk seeing that both Luffy and Zoro are special.

All of this happens before the first major saga in the grandline.
Then you have a bunch of stuff later on like Blackbeard sensing luffy's haki to be too high for a 30m bounty and a lot of other moments in the story.

I also have a pet peeve for stories that try to pretend the characters are "underdogs" or "randoms who arent special" and have them do extremely special stuff anyway.
