I think the other 18 are just going to be randos, probably very similar to the evil kings of today who were jealous or greedy and wanted the ancient kingdom's power. That's why all 18 moved to Marijois with their whole families and where that general greed bound them to Imu's manipulation and rule and thus we have the CD families. With Lily being the one exception and not agreeing to swear to the throne or to move to the holy land.
