probably both, or something. saw a cool youtube documentary on how much effort Oda put in, and it somehow worked... but the most interesting part I felt is that Oda was very very clear on how to give and take for an adaptation. you can see it in that quote as well, where whenever he would say "keep it in" he was usually right, but he also knew when to give on certain things in certain ways. it's pretty insane how on the nose they got things despite how much of an adaptation it truly is, but really it puts more to Oda's skill than anything else. very cool.
