Let me see if I can explain it better.
Imu knew there was a giant group of pirates that operated out of the fog. He also got reports about this giant monster dragon being around at that time. He later found out that the captain of that group of pirates was Loki and that he was Harald's son. At that point Imu kept Loki in mind, but because of what happened to Harald, Imu was extremelyhesitant to make another giant into a knight. So a special bounty was just placed on Loki and they called it a day.
Fast forward to recent days and Imu now has run out of options and he needs the giants, so he sends Shamrock and Gunko to convince Loki to become a replacement for his father. Through Loki, Imu can control Elbaph. However, frrom what we've learned, unlike DR, becoming a blade, knight, or elder requires the person's consent. Harald had to actually agree to be a blade of god and then an HK. Loki never agreed, no matter how much he was tortured. So therefore the plan would never work. That's why Shamrock and Gunko put together a much messier plan (by Sham's own admission) to kidnap the kids and conquer Elbaph by force. That was never the original plan.
However, do realize that if now for Brook being here, Loki being unlocked and Luffy being here? These 3 knights would have won, and handily.
