Blackbeard has a lot of similarities with Luffy though, and he's no different especially in the fact that he is a pirate. The idea is for Imu to stand out from the entire crop of pirates too. He stands in the way of their freedoms, their joy, their whimsy and happiness. Its like Akainu for example, he's meant to embody this doom that destroyed the Main Character's life at the end of the timeskip, he's a pure anti pirate Marine. Oda only starts to humanise him after the timeskip, when his role as this unstoppable force starts to get reduced.

I dont know about silliness but I am expecting a lot of gags to come out of him being potentially a bit of a killjoy personally, he'll be someone that no sells Luffy's antics in Gear 5 regardless of whatever is done to him. I can see his true form being silly too.
