This is at least a fair middle ground, especially if Oda writes a good reason for why being away from Mariejois is harmful for Imu

Lets remember, what was Cobra's dying wish to Sabo? He wanted to deliver a message to both LUFFY AND VIVI.
What was the message? That they (Vivi and Cobra) also bear the D. That they must bear the flag of the dawn against The -ing World. Meanwhile, Dragon's friend Kuma and VP are both in Elbaf, Kuma literally ran away while the Revos were taking care of him, and now they are both with Luffy. So, Sabo and Dragon have a clear reason to meet Luffy as soon as possible

Lets remember another thing, Vivi sent a message to Luffy, she drew the Mark of X on the News Coo paper that was specifically sent to the SHs. The X mark is the mark of their friendship, its the mark of the promise that they will call her a crewmate again. The SHs cannot meet Vivi as she is in hiding, so it has to be Vivi who approaches them. So, Vivi has a very clear reason to meet Luffy as soon as possible as well.

How will this be possible? There has been a timeskip of multiple days since the SHs left Egghead along with the Giant Captains, the whole world knows that the SHs are in Elbaf. If someone wants to meet Luffy as soon as possible, all they need to do is get to Elbaf. Thus, the people, that have every reason to meet Luffy as soon as possible, are seeing their best possible chance to meet him here.
