One thing I've noticed about the mural is that while the dragon at the top looks like Loki, Oda did draw the horns curved the opposite way. Also, that dragon is very similar to the being holding the sun. The curve of the horns are the same and the wings are the same. It makes me wonder and think that the dragon at the top and the monster holding the sun are the same creature, just different variations of it.
