It's basically this. Let's say I sign a contract, and I know what it says basically, but then I want out of it so I tear the contract up. But I didn't realize the contract was in triplicate so even though I tore up my copy the contract is still valid and held in record elsewhere. I was ignorant of some of the facts but that does nullify the contract.
Shanks got a lot of info through sniffing it out and sneaking around but that doesn't mean he knows the absolutes of anything. He could have thought that having his arm taken off stops the contract but doesn't know that for sure and lo and behold--it doesn't.
