My thinking is loki went against the WG and wouldnt have gone places like wano. I think the reason shanks went against loki is because he was going against the WG in a reckless way that threatened shank's long term plan against the WG. This would also explain why loki considers shanks cowardly, that a more cautious and long term plan would appear cowardly to a reckless zealot who wants to do something now
