I'm not sure how I would define the input vs output of harald/xebec, but I suppose my point is we learn about characters through how they interact with the world and how they interact with other characters. Because Harald's story involved a lot of interactions with Xebec, I feel like its not possible to remove Xebec from Harald's story without losing depth to our understanding of Harald. But I can see how it could be framed as Harald impacting Xebec. Either way, its an interaction I'm really glad we got

I think even with that stuff for Egghead, it was still background stuff and had little impact on the arc as a whole. The actual focal point of the arc was totally around Bonney and Kuma even from the very beginning. The recontextualization of events shouldn't be confused for plot impact for a singular arc. Sure it says something about the SHs, but it says way more about Kuma, who was the focus of the arc. I would definitely say Egghead was Bonney/Kuma's arc above anyone else, even Vegapunk.
As for Elbaph it's the same thing, background stuff for the SHs, but again the biggest meat of the arc is on Loki, Harald, and Rocks. There would be no arc without them. It's in no way balanced. The last arcs that made it more balanced was WCI and FMI. Mostly because of the concentration on Sanji and Jinbe respectively. Every action isn't made equally. There's a difference between the SHs just doing something and actually being a focal point.

What I mean is that, if I had to tell Harald's story and Xebec's story seperately. I think we could do it. It's not like say, Kuma and Bonney's stories which are so intrinsically intertwined. Like if you just told Harald's story without any cuts to Xebec's island or to GV or to any of that stuff on his side of things, I think you could do it. One of the Harald's biggest things was that he never let Rocks divert him from his duty or his goals. His dream stays the same from before Rocks as it was after Rocks. He doubled down on it after Rocks' death, but he never changed his perspective.
