When we see Loki vs Harald, Loki’s final attack on him isn’t Loki even shown using his devil fruit, but Conquerors and Ragnir, Oda making Conquerors VISUALLY clear and stated outright by Harald. The only thing that makes this scene open to another interpretation is if we say Loki’s DF abilities applied passively without him needing to transform.
