I think the difference between Dorry and Brogy and then Hajrudin is that the hierarchy of their respective introductory arcs was pretty clear to the reader imo. Again, I'm not too fussed about it, I hope Hajrudin gets some good stuff this arc and can stand side by side with his brother in battle. But during Little Garden, I still walked away from the arc knowing that Dorry and Brogy under normal circumstances were still easily the strongest people in that arc. Whereas during Dressrosa, it's clear Hajrudin is more on par with the "officer" villain group characters. But yea, I'm fully expecting some good Hajrudin stuff soon

Change is bound to happen, having a stoic and predictable story isn't what Oda does. He's not going to prevent Loki from joining because it's somehow too late for him to. Any I'm pretty sure we've gotten a big reason why Loki joining matters. We're on the final saga of One Piece, and yet Luffy is pretty oblivious of the true nature of the WG. Loki adding develops Luffys relationship with Shanks and potentially deepens his angst against the World Government and allows the story to essentially move forward with the plot line of Luffy vs WG. So far Luffy has been indirectly battling the WG but now with Loki he could fight them directly and help his Nakama gain closure or avenge his father. Plus people are acting like Zoro and Sanji have hit their caps and won't somehow get stronger, like Zoros ceiling is Mihawk a man who's strength is on par with Shanks (guy who defeated Loki). The power balance won't always be the same, and even if Loki joins there's still a possibility that Zoro and Sanji can still be the 2 strongest members on the crew. And of they're not well that doesn't really matter, as long as their narratively important, their rankings on strength won't matter that much. If Yamato and Loki join, I don't think anyone is gonna say they're more important than Zoro and Sanji. But that's just my opinion

I don't think it's a matter of importance or perceived importance. I think strength inherently is attached to the dynamic now too. It's not like if Loki joined it would threaten Zoro and Sanji's placement on the crew in terms of relationship to luffy or whatever. But I think a massive part of this dynamic being established is simply that those 2 are his main men that can stand shoulder to shoulder with their captain. If anything, strength is the most important part of this dynamic because that's mostly what those 2 can bring to the table that clearly stands out from the others. But yea we'll see. Above all else, I think the biggest reason we won't have any completely new SHs (I think Vivi rejoins in some capacity) is simply because there's not much story left to really incorporate them into the crew in a meaningful way. We've already been seeing Jinbe get somewhat sidelined during the arcs because the story is so busy and plot driven currently that it's hard for Oda to shed spotlight on each individual crewmember.
