Especially since Loki's crewmates would be random Haki-less servants. It could've played out as an even fight or it could be lots of people against Loki. Anyways, I think Loki is currently stronger based off of how he's established as more capable than both Gaban and Shanks combined 14 years ago and how he sees Shanks as a coward as a result of their fight, assuming there was one. Although Shanks possibly could be stronger than Loki I think Loki would still win especially since 16 years old to 21 years old is fundamentally the most potent growth of strength we see in someone's strength
